fix: use appropriate site instance for cross-site nav's (backport: 4-0-x) (#15969)

* fix: backport window.opener null (8100) fix to 4-0-x.

As part of this fix, Chromium's site isolation is enabled.

* fix: apply setting that couldn\'t be picked from master
